step by stepCut the beef steak into small cubes, about 1-inch pieces. Season with salt and black pepper.
Heat olive oil in a large Dutch oven or heavy-bottomed pot over medium-high heat.
Add the beef cubes and brown on all sides, about 5-7 minutes. Remove beef and set aside.
In the same pot, add diced onions and cook until translucent, about 3 minutes.
Add minced garlic and cook for another minute until fragrant.
Add diced tomatoes and tomato paste, stirring well to combine.
Return the beef to the pot along with bay leaves, cumin, and paprika. Stir to coat everything evenly.
Add the white rice and stir continuously for 2-3 minutes to toast the grains lightly.
Pour in 3 cups of hot water or beef broth. Bring to a boil.
Reduce heat to low, cover the pot, and simmer for 25-30 minutes until rice is tender and has absorbed the liquid.
Check occasionally and add more water if needed, stirring gently to prevent sticking.
Remove from heat and let rest covered for 5 minutes.
Remove bay leaves, fluff with a fork, and garnish with fresh parsley before serving.
