step by stepPlace fine bulgur in a large mixing bowl and pour boiling water over it. Cover and let sit for 15 minutes until water is absorbed and bulgur is softened.
Add tomato paste, olive oil, salt, cumin, paprika, black pepper, and cayenne to the bulgur. Mix thoroughly.
Finely chop onions and mince garlic cloves. Add to the bulgur mixture.
Begin kneading the mixture with your hands for 15-20 minutes. The bulgur will gradually turn darker red and become more cohesive. This kneading process is essential for proper texture.
Add lemon juice and continue kneading for another 5 minutes until the mixture holds together when shaped.
Wet your hands with cold water and pinch off walnut-sized portions of the mixture.
Shape each portion into an oval patty or elongated finger shape, smoothing the surface.
Arrange shaped Çiğ Köfte on a serving platter.
Wash and separate lettuce leaves, placing them alongside the Çiğ Köfte.
Cut remaining lemons into wedges for serving.
To serve, place one Çiğ Köfte in a lettuce leaf, squeeze lemon juice over it, wrap, and enjoy.
