In a separate bowl, whisk together eggs, honey, melted butter, and milk until smooth and well combined.
Create a well in the center of the dry ingredients and pour in the wet mixture. Stir with a wooden spoon until a soft dough forms.
Turn dough onto a lightly floured surface and knead gently for 5-7 minutes until smooth and elastic. If dough is too sticky, add a tablespoon of flour at a time.
Cover the dough with a clean kitchen towel and let rest for 15 minutes at room temperature.
Roll out dough to 1/2-inch thickness on a floured surface. Use a round cookie cutter or glass to cut circles approximately 2 inches in diameter.
Heat vegetable oil in a deep pot or dutch oven to 350°F (175°C). Use a thermometer to maintain consistent temperature.
Carefully drop 4-5 dough circles into the hot oil, being careful not to overcrowd. Fry for 2-3 minutes per side until golden brown.
Remove donuts with a slotted spoon and drain on paper towels or a cooling rack set over a sheet pan.
While still warm, dust with powdered sugar or drizzle with additional honey. Serve immediately or at room temperature.
