While rice is still warm, transfer to a large bowl and mix in 2 tablespoons of honey until well combined.
Wet your hands with cold water and form the rice mixture into small balls about 1 inch in diameter. Place on a parchment-lined tray.
In a small saucepan, combine remaining honey, freshly grated ginger, and 2 tablespoons of water. Heat over medium heat, stirring constantly, until the mixture becomes syrupy, about 5 minutes.
Toast sesame seeds in a dry skillet over medium heat until golden and fragrant, about 3-4 minutes. Transfer to a shallow bowl.
Heat sesame oil in a large skillet over medium-high heat. Working in batches, pan-fry the rice balls until golden brown on all sides, about 2-3 minutes per side.
Remove fried rice balls and immediately brush generously with the warm honey-ginger syrup while still hot.
Roll each glazed ball in the toasted sesame seeds, ensuring even coating.
Place finished bites on a serving platter and let cool for 5 minutes before serving.
