step by stepRinse 1 cup of white rice under cold water until water runs clear, then drain well.
In a heavy-bottomed saucepan, combine the rinsed rice with 2 cups of water and a pinch of salt. Bring to a boil over medium-high heat.
Reduce heat to low, cover, and simmer for 15 minutes until rice is tender and water is absorbed.
Add 3 cups of whole milk, 1 cup of sweetened condensed milk, and 2 cinnamon sticks to the cooked rice.
Stir well to combine and increase heat to medium. Bring the mixture to a gentle simmer, stirring frequently to prevent sticking.
Reduce heat to low and continue cooking for 20 minutes, stirring every 3-4 minutes. The mixture will thicken and become creamy.
Add 2 teaspoons of vanilla extract and stir to incorporate.
Remove from heat and discard the cinnamon sticks. The pudding will continue to thicken as it cools slightly.
Let stand for 5 minutes before serving.
Serve warm in individual bowls, sprinkled with ground cinnamon and a pinch of nutmeg on top.
